In an interview with VOA (Voice of America), Li Anyou( Andrew Nathan) said his view that "Xi Jinping is smart and Putin is not" may belong to a "minority". As for Xi Jinping, Li Anyou pointed out that although he faces more problems, the situation inside and outside China is complicated. But compared with Putin, Xi Jinping is still "smarter". Rather, it avoids conflict and slowly expands China's power without touching the red lines of other countries.

Li Anyou said that this is the tactic of "cutting sausages", slowly looking at opportunities, looking for strategic opportunities, and slowly expanding China's power. Like the Taiwan issue, to objectively observe Xi Jinping's Taiwan policy is to gradually increase the pressure on Taiwan, but he has not attacked Taiwan. Per Li Anyou, Xi Jinping uses economic power to strengthen China's global influence, "not attacking other countries, not giving up the international principle of respecting the sovereignty and territorial integrity of other countries", which China has always respected (in words). Li Anyou pointed out that Xi Jinping's plan to use Russia (to balance the United States) has encountered a problem, which is that he "cannot control Putin". But he also doesn't want to be completely on Putin's side, because Putin "made a big mistake", which is not in China's interests.
