According to the U.S. Attorney's Office, when the illegal companies imported aluminum products from China, the aluminum profiles were intentionally disguised as pallets of goods to evade anti-dumping duties imposed in 2011. The aluminum profiles are simply welded together and look like a pallet and are stored in four large warehouses in Southern California. U.S. District Judge R. Gary Klausner ruled that Perfectus Aluminum Inc., and five related entities must pay hefty damages to U.S. Customs and Border Protection.

The defendant companies include Perfectus Aluminum Inc., headquartered in southern Ontario, and its subsidiary Perfectus Aluminum Acquisitions LLC., which was established in 2014 and is responsible for the management of several companies that import aluminum pallets from China to the United States. In 2011, the federal anti-dumping duties on Chinese imports of aluminum products began. Among them, Scuderia Development LLC. has a warehouse in Riverside City, another related company, 1001 Doubleday LLC., has a large warehouse in Ontario City, Von Karman-Main Street LLC. has a warehouse in Irvine County, Orange County, and a company 10681 Production Avenue LLC. with warehouse in Fontana.

In the nine-day trial in August 2021, a federal jury in Los Angeles found the defendant company guilty of one count of conspiracy, nine counts of wire fraud and seven counts of submitting false and fraudulent documents to customs. At the same time, the defendant, Perfectus Aluminum, was also found guilty of seven counts of international money laundering.

Federal prosecutors said in a memo that the companies indicted, and the warehouse defendants were all participants in the conspiracy, which was established as a conspiracy to evade customs duties. The vast majority of aluminum profile pallets are imported through the Port of Los Angeles and the Port of Long Beach.

The convicted Chinese billionaire Liu Zhongtian, 58, a former resident of Tustin, Orange County, Southern California, is the founder, former president and former president of China Zhongwang Holdings Co., Ltd. The former chairman, who faces criminal charges in the United States, has yet to appear in court.
